Scrappage incentive for passenger cars
The state will introduce a temporary scrappage incentive for buyers of new passenger cars in 2026 and 2027. A private individual will be able to receive 2,000 to 2,500 euros in support to purchase a new low-emission or zero-emission car when simultaneously taking a car that is at least 10 years old to be scrapped.

Clarifying environmental penal provisions
Penal provisions concerning fluorinated greenhouse gases, ozone-depleting substances and the reporting of industrial emissions data will be clarified in line with EU regulation. The acts will define more precisely the acts and omissions for which a fine may be imposed.

Reforming energy certificates and emissions calculation
Information on whole life-cycle climate emissions will be added to energy performance certificates for buildings, and a voluntary building renovation passport will be introduced to support renovation planning. Requirements for calculating carbon footprints and complying with limit values for new buildings will be phased in to cover all new buildings, including detached houses.

Regulating short-term rentals and energy efficiency
An annual limit of 90 days will be set for the short-term rental of an unoccupied home in local detailed plan areas, exceeding which will require a building permit. At the same time, provisions on zero-emission buildings and energy efficiency in line with EU directives will be added to the act.

Tightening sustainability requirements for renewable fuels
Sustainability requirements for renewable fuels would be tightened and extended to cover smaller heating and power plants than before, as well as electricity-based renewable fuels. An increasing number of energy producers would have to verify the sustainability of their fuels and report on them to the authorities.

Introducing emissions trading for fuel distribution
A new emissions trading system for the distribution of fossil fuels will be introduced in Finland, covering road transport, individual heating of buildings, industry and off-road machinery. Fuel distributors must purchase emission allowances for the fossil fuels they sell, which will raise fuel prices for end users.
