A new act will protect journalists, researchers and civil society organisations from unfounded lawsuits brought with the intention of silencing them in cross-border civil cases. Courts would be able to dismiss a harassment lawsuit at an early stage, require security for legal costs from the claimant, and impose a penalty fee on the claimant.

Reform of mediation and debt counselling
Responsibility for organising mediation services in criminal and civil cases will transfer from THL (the Finnish Institute for Health and Welfare) to the Legal Services Agency. At the same time, financial and debt counselling will be separated from legal aid offices into independent offices of their own.

Violent offences against close persons or other similar offences will no longer be dealt with in statutory criminal mediation. The amendment protects victims from pressure exerted by suspects and ensures that such acts are dealt with in the formal criminal justice process.

A new Trade Secrets Act will be enacted in Finland, consolidating the protection of trade secrets into a single act and improving the remedies available to businesses to address the unauthorised use of secrets. At the same time, the act will protect the right to report wrongdoing and an employee's right to provide necessary information to a shop steward or employee representative.
