Raising minimum age for Kela benefits
The minimum age for the national pension, guarantee pension, rehabilitation allowance and sickness allowance paid by Kela will rise from 16 to 18 years. The change aligns the age limits for social security benefits with the end of compulsory education and the age at which parents' maintenance liability ends.

Adding coeliac compensation to social assistance
Recipients of social assistance who have coeliac disease can receive a monthly supplement of 25 euros for food costs under basic social assistance. The supplement compensates for the extra costs of a gluten-free diet for persons aged 16 or over.

Expanding coeliac and special care allowances
Children under 18 with coeliac disease will receive basic disability allowance from Kela, and parents of a seriously ill child will be able to receive special care allowance until the child's 18th birthday. In addition, the medical statement requirements for applying for disability benefits will be eased.

Harmonising Kela benefit funding payments
Payment transactions between the state and Kela will be clarified and harmonised regarding benefits paid from the National Pension Fund. The change is administrative and will not affect the benefits received by citizens or their payment dates.

Combining and reforming disability services
The Disability Services Act and the Act on Special Care for Persons with Intellectual Disabilities will be merged into a single framework, so that services will be granted based on individual need for assistance rather than a medical diagnosis. Increasing guarantee pension and certain benefits
The guarantee pension, the basic care allowance for pensioners, and the minimum rehabilitation allowance will be increased from the beginning of 2018. The changes support the income of low-income pensioners and encourage young people and persons with partial work ability to seek rehabilitation.
