Preventing lane-switching for asylum seekers
Asylum seekers who receive a negative decision will no longer be able to apply from within Finland for a residence permit on the grounds of work or studies; instead, they must leave the country and apply for the permit from abroad. At the same time, grounds for refusing a residence permit will be tightened, and identity verification with a national passport will be required.

EU registration of small business aid
Public bodies will be required to report all de minimis aid granted to businesses to an EU-level central register. The reform will ensure the monitoring of company-specific aid ceilings and increase the transparency of aid.

Tightening requirements for citizenship
The period of residence required for acquiring Finnish citizenship will be extended from five to eight years. At the same time, residence requirements will be tightened so that only time spent with a residence permit counts towards the period of residence, and the maximum time spent abroad is restricted.

Minimum salary for worker residence permits
A new monthly minimum salary threshold of 1,600 euros will be set for workers arriving in Finland on a residence permit for an employed person. A residence permit can no longer be granted for work where the monthly salary paid falls below this threshold.

Free civil service language examinations
The civil service language examination demonstrating excellent proficiency in Finnish or Swedish will become free of charge for upper secondary school graduates and higher education students. Candidates may register free of charge up to three times per examination component.

Conditions for family reunification for recipients of international protection will be tightened by requiring applicants to have secure means of support. Those granted asylum can only apply to bring their family to Finland without an income threshold if the application is submitted within three months of the protection decision.

Temporary cost support for enterprises would be continued with a second application round to alleviate financial difficulties caused by the coronavirus pandemic.
