A salmonella compensation fund for the pig sector will be established in Finland to compensate farms for decontamination costs and financial losses caused by the disease. The fund will be financed mainly through annual fees collected from pig farmers and initial capital provided by the state.

Additional preparatory year and fee increases

The use of health and social data in scientific research will be facilitated and accelerated by dismantling regulatory obstacles in permit procedures. Service vouchers for early childhood education and care will be regulated under a dedicated act instead of health and social services regulation. The use of service vouchers will remain voluntary for municipalities and an option for families to choose a private early childhood education and care place.

Raising seafarers' service charges and ending state funding

Forced marriage annulment and child marriage restrictions
A marriage entered into under duress could be dissolved by annulment, returning the person's marital status to what it was prior to the marriage. In addition, marriages entered into abroad while a minor would be recognised in Finland only in exceptional cases if one of the spouses was living in Finland when the marriage was entered into.
