Extending the last pension institution principle
Pension applicants will receive their earnings-related pension through a single decision even when their career includes working at the Bank of Finland or in Åland's public sector. In addition, pension institutions' access to health data will be sped up by enabling electronic retrieval of data directly from the Kanta services.

Raising seafarers' service charges and ending state funding
The state will cease funding the Seamen's Service Bureau, as a result of which the service charges levied on seafarers and shipping companies will be temporarily increased for three years. At the same time, state representatives will leave the administration of the service bureau and responsibility will transfer to the labour market organisations.

Streamlining state contributions to social benefits
The payment of central government contributions to pension institutions and Kela will be streamlined by abolishing the ministry's separate preliminary decisions. The change is administrative and will not affect the benefits paid or their recipients.

Improving seafarers' working conditions and protection
The rules of the Maritime Labour Convention will be updated to improve the position, well-being and occupational safety of seafarers. At the same time, obligations will be laid down concerning private recruitment and placement services in the maritime sector and the reporting of fatalities to the authorities.

Flexibility in pensions and grant cover
Viewing an earnings-related pension record online will replace posting a paper record for three years, and grant recipients will be able to adjust their pension cover during a grant period if their work situation changes. At the same time, employers' liability for disability pensions from short employment relationships will be eased.

Tightening annual holiday and illness rules
Annual holiday accrual from family leave will be limited, and a six-day qualifying period will be introduced for falling ill during annual holiday before leave can be postponed. However, employees will always be guaranteed an annual holiday of at least four weeks.
