Digitalising and clarifying occupational disease notifications
Doctors' obligation to notify the occupational safety and health authority will be restricted solely to occupational diseases, and notifications will be transmitted electronically via Kanta services. Reporting other work-related illnesses will become voluntary, and the Finnish Institute of Occupational Health will receive research data centrally from Kela.

Reforming wellbeing services county funding
Funding for wellbeing services counties will be altered so that a larger share is directed towards preventive promotion of health and wellbeing and annual fluctuations in funding are smoothed out. At the same time, central government spending will be temporarily reduced by cutting the transitional balancing supplement received by the City of Helsinki in 2026 and 2027.

Foreign health care professionals will be able to come to Finland to assist during severe crises and disruptions without a Finnish licence to practise or registration. Finland's hospital network and round-the-clock emergency services will be concentrated into fewer units to ensure adequate staffing and funding. A pilot will be launched in Northern Finland to bring together data on passenger transport reimbursed by wellbeing services counties and Kela (the Social Insurance Institution).
