The life and health of patients and home care clients would be safeguarded during industrial disputes by making it possible to assign personnel to essential care duties. Transferring training compensation to the state

Financing calculations for wellbeing services counties and municipalities will be updated to reflect the latest cost and needs data ahead of the reform of health and social services. Municipal income tax rates will be cut by 12.64 percentage points from the start of 2023 so that a corresponding share of tax revenue is transferred to central government to fund the operations of wellbeing services counties.
