Trade unions will be placed under an obligation to safeguard essential functions during strikes, such as human life, health, and safety. If the duty of care is breached, a court may prohibit the industrial action and employers may order employees to perform emergency work in acute emergencies.

Shortening change negotiations and raising threshold
The application threshold for the Act on Co-operation within Undertakings would be raised to 50 employees, and the minimum durations of change negotiations would be halved. Smaller enterprises with 20–49 employees would retain an obligation for lighter dialogue, and would only face change negotiations in large-scale workforce reductions.

Abolishing the employer training deduction
The tax deduction for training for businesses and agricultural employers will be abolished, which is why the scope of application of the act on the development of professional competence will be narrowed. Expanding local bargaining
Opportunities for local bargaining will be expanded so that companies that do not belong to employer associations can also make use of the flexibility provisions in generally applicable collective agreements. If there is no shop steward at the workplace, a local agreement can be concluded with an elected representative chosen by the employees.

Enhancing aviation safety and sobriety testing
Airlines and employers in the sector will be granted the right to require aircraft crew and ground handling personnel to undergo breath tests to ensure their fitness for work. In addition, Traficom (the Finnish Transport and Communications Agency) will be able to notify employers directly if the licence or medical certificate of a pilot or other key person is in the process of being revoked for safety reasons.

Maintenance of the register of occupational safety and health co-operation personnel at workplaces will be transferred from the Ministry of Social Affairs and Health to the Centre for Occupational Safety.
