The minimum age for the national pension, guarantee pension, rehabilitation allowance and sickness allowance paid by Kela will rise from 16 to 18 years. The change aligns the age limits for social security benefits with the end of compulsory education and the age at which parents' maintenance liability ends.

Raising initial deductible for medicine reimbursements
The annual initial deductible for prescription medicine reimbursements will increase from 50 euros to 70 euros from the beginning of 2025 and will in future be tied to the national pension index. At the same time, pharmacies will be required to keep in stock and always offer customers the lowest-priced medicine option.

Payment of the national pension from Finland will continue for one year to pensioners living in the United Kingdom if the country leaves the EU without a withdrawal agreement. The change guarantees pensioners a transition period to adapt to the new situation.
