Suspending the Finland-Russia tax treaty
Finland will suspend the application of the income tax treaty between Finland and Russia. National tax legislation alone will apply to cross-border income between the countries, without the tax reliefs provided by the tax treaty.

Extending the reception allowance cut

Obligations and penalties for reindeer herding
Reindeer herding co-operatives will have an obligation to draw up ten-year plans for the management and sustainable use of reindeer pastures. Rules on reducing reindeer numbers will be tightened, and a fixed penalty fee may be imposed on a reindeer owner who neglects the obligation to reduce reindeer.

Clarifying consent for home sales
Selling one's own home will no longer require the consent of a former spouse if more than ten years have passed since divorce or the death of the spouse. Clarifications will be made to the act so that this rule and its transitional period are applied correctly.

Extending grey economy reports to individuals

Revising the Swiss tax treaty
Finland and Switzerland are revising their tax treaty so that Finland will be able to tax voluntary pensions paid to Switzerland. At the same time, international rules on preventing tax evasion and resolving tax disputes will be added to the agreement.

Reforming energy certificates and emissions calculation
Information on whole life-cycle climate emissions will be added to energy performance certificates for buildings, and a voluntary building renovation passport will be introduced to support renovation planning. Requirements for calculating carbon footprints and complying with limit values for new buildings will be phased in to cover all new buildings, including detached houses.

Disposal of nuclear research waste in Sweden
Small quantities of spent nuclear fuel sent from Finland to Sweden for research purposes could be permanently disposed of in Sweden. Radioactive waste generated during research would no longer need to be returned to Finland.

The Finnish Patent and Registration Office will cease issuing international Legal Entity Identifier (LEI) codes to companies trading in securities. Companies and entities will acquire the identifier from commercial service providers.

Plea bargaining will be expanded to cover aggravated narcotics offences, aggravated robberies and aggravated human trafficking. A person suspected of an offence can receive a more lenient sentence by confessing to their act, which speeds up and eases the judicial process.
