Protecting partial early old-age pensions
A partial early old-age pension granted before 16 January 2026 will not reduce the general support received by an unemployed person. The change rectifies the situation for people who, when making their pension decision, did not know that it would affect the amount of the new general support.

Easier open higher education for jobseekers
Jobseekers aged 25 or over will be able to complete open higher education studies without restrictions on the duration or scope of the studies and without losing their unemployment benefit. Supervision of the EU deforestation regulation
A supervision and penalty system for the EU Deforestation Regulation will be introduced in Finland to prevent products causing deforestation from entering the market or being exported. Tightening student residence and family reunification
Students coming from outside the EU and EEA would no longer be able to bring their families to Finland when their studies begin, but would first have to reside in the country for at least one year. At the same time, sufficient language proficiency would be made a requirement for a student's residence permit, and income thresholds would be laid down directly by decree.

Social security agreement with Uruguay
Finland and Uruguay will introduce a social security agreement that clarifies pension provision for workers moving between the two countries. Pension contributions for workers posted to the other country will be paid to only one country at a time, and accrued pension rights will be preserved when moving from one country to the other.

Extending the last pension institution principle
Pension applicants will receive their earnings-related pension under a single decision also when their career includes employment at the Bank of Finland or in the Åland public sector. In addition, pension institutions' access to health data will be accelerated by enabling data to be retrieved electronically directly from the Kanta services.

Easier smoking bans for housing companies

Abolishing the Labour Council and Ombudsman
The Labour Council and the Office of the Ombudsman for Co-operation will be abolished, and their supervisory duties transferred to other authorities. Appeals against decisions on occupational safety and health exemptions will go directly to the Labour Court, and a new supervisory fee will be introduced for personnel funds.

Employer refusal of saved leave timing
Employees would no longer be able to decide unilaterally when to take their saved annual leave. Employers would be granted the right to refuse the timing proposed by an employee if the leave would disrupt operations or prevent an equitable allocation of holidays.

Extending security clearances for civil servants
