Reforming energy certificates and emissions calculation
Information on whole life-cycle climate emissions will be added to energy performance certificates for buildings, and a voluntary building renovation passport will be introduced to support renovation planning. Requirements for calculating carbon footprints and complying with limit values for new buildings will be phased in to cover all new buildings, including detached houses.

Clarifying emissions trading and technical amendments
The Emissions Trading Act will be updated to align more closely with EU legislation, and technical errors identified in the act will be corrected. At the same time, the rules on when installations burning large amounts of biomass must be covered by emissions trading will be clarified.
