Major health and social services construction projects by companies owned by municipalities and joint municipal authorities will become subject to an exemption permit procedure before the health and social services reform. Any financial consequences of unlawful contracts will fall directly on the municipalities and their companies rather than on financiers.

Supplementing the funding system for regions
A uniform central government funding model will be created for other duties transferring to the regions, such as business and rural services.
