Introducing an integration allowance for immigrants
Unemployment support for people moving to Finland will be paid as a lower integration allowance if the applicant has not lived in the country for three years or does not have sufficient skills in Finnish or Swedish. Full support can be received by demonstrating sufficient language proficiency or by fulfilling the condition regarding previous employment.

Streamlining correction of erroneous Kela decisions
Kela will be able to correct a clear error in a benefit decision to the recipient's detriment without their consent if the error is due to the client's own conduct. In addition, the payment of sickness allowance could be suspended or reduced more quickly than before when circumstances change, to prevent overpayments from accumulating.
