Rules on the governance, management qualifications and membership procedures of unemployment funds will be clarified and elevated to statutory law. Unemployed members will be able to transfer to another unemployment fund if their own fund is dissolved, placed into liquidation or goes bankrupt.

Temporarily improving unemployment security
Unemployment benefits will be paid from the very start of unemployment or lay-off without a five-day waiting period. In addition, the work requirement for receiving earnings-related daily allowance will be halved, and lay-offs will not count towards the maximum duration of the daily allowance.

Clarifications related to the 2017 pension reform and corrections clarifying implementation are made to the earnings-related pension acts and certain social security benefits. Among other things, the changes ensure that retroactive disability pensions can be received without being prevented by rehabilitation allowance, and harmonise the limitation periods for insurance contributions.

Protecting older workers' unemployment allowance
The earnings-related unemployment allowance of an unemployed person aged 58 or older will no longer decrease even if they accept lower-paid work and become unemployed again. At the same time, Kela (the Social Insurance Institution) and unemployment funds will be granted the right to monitor beneficiaries' income using data from the Finnish Tax Administration.
