Funding for wellbeing services counties will be altered so that a larger share is directed towards preventive promotion of health and wellbeing and annual fluctuations in funding are smoothed out. At the same time, central government spending will be temporarily reduced by cutting the transitional balancing supplement received by the City of Helsinki in 2026 and 2027.

Raising the fee for uncancelled appointments
The maximum fee charged for an uncancelled and missed appointment or care place in health and social services will rise. A fee of up to 73.70 euros could be charged for failure to attend without an acceptable reason.

Restricting access to disability services
The scope of application of the Act on Disability Services is specified so that special services will be granted only if basic social services are insufficient and the need for assistance differs from what is typical for the person's stage of life. Whether a service is free of charge will no longer affect the act under which assistance is granted.

A person who holds a relevant higher education degree in social services or social sciences and has completed basic and intermediate studies in social work may also serve as a substitute social worker. Permanent patient data sharing in Uusimaa
The wellbeing services counties of Uusimaa, the City of Helsinki and the HUS Group will continue to be permitted to disclose patient data to one another to the extent required for treatment, unless the patient has prohibited this. The procedure, which has been in force temporarily, will be made permanent by law.
