Improving legal protection for asylum seekers
Asylum seekers will be granted state-funded legal counsel at the asylum interview, and the appeal period for decisions will be extended to 30 days. In addition, private lawyers assisting asylum seekers will be remunerated on the basis of actual hours worked rather than a fixed lump-sum fee.

Longer residence permits for researchers
Researchers and doctoral students arriving from outside the EU will be granted longer residence permits than before. A researcher pursuing a postgraduate degree will be able to receive a residence permit for up to five years at a time.

Introducing administrative review for work permits
Applicants will be able to request an administrative review free of charge directly from the Finnish Immigration Service (Migri) for decisions concerning certain work-based residence permits and the EU Blue Card. The amendment will enable automated processing of applications and speed up the issuance of permit decisions.

Introduction of a digital identity card
An official digital identity card functioning on a smartphone will be created for Finland, allowing individuals to prove their identity online and in face-to-face transactions. At the same time, electronic service tools will be introduced for foreign nationals and for individuals who do not use a smartphone.

Reforming personal identity codes
Foreign nationals will be able to obtain a Finnish personal identity code more easily and quickly than before, for example through electronic remote registration. Introducing a border procedure for asylum applications
A border procedure will be established in Finland allowing certain asylum applications to be examined through an accelerated process directly at the border without permitting applicants to move freely within the country. Expanding asylum seekers' right to work
Asylum seekers already in Finland will be granted the right to work in agriculture, forestry, horticulture and fisheries immediately without a waiting period. Work can continue despite a refusal-of-entry decision for as long as the person is covered by reception services.
