Increasing the forestry deduction
The forestry deduction available in forest owners' taxation will be increased from 60 per cent to 75 per cent. The change will ease the taxation of timber sales income and enable the acquisition costs of a forest property to be deducted more quickly than before.

Reforming central government regional administration
Central government regional administration will be reformed by merging the Regional State Administrative Agencies, Valvira (the National Supervisory Authority for Welfare and Health) and parts of the ELY Centres (Centres for Economic Development, Transport and the Environment) into a new nationwide Licensing and Supervisory Agency. At the same time, the current ELY Centres will be replaced by new vitality centres from 1 January 2026.

Extending and expanding juvenile punishment
The maximum duration of juvenile punishment for under-18s will be extended from one year to two years, and it will be imposed more frequently than at present. The punishment can include more guidance towards studies and voluntary substance abuse treatment.

Fisheries obligations for old hydropower plants
Old hydropower plants may in future be subject to fisheries obligations, such as constructing fishways or paying fisheries fees, even if their permits do not already include them. The aim of the amendment is to revive migratory fish stocks and promote aquatic biodiversity.

Clarifying judicial administration data protection
The responsibilities of judicial administration authorities and the National Prosecution Authority as data controllers will be clarified, and data protection for parties to criminal proceedings will be strengthened. The disclosure of contact details of persons involved in criminal cases will be restricted to improve safety, and stricter processing rules will be laid down for sensitive information.

Expanding small alcohol producers' retail sales
Small producers of alcohol will be permitted to sell all of their own products, such as spirits and grape wines, directly from the production site to customers for takeaway. The previous separate rules for farm wine and craft beer will be abolished and replaced with a single common rule.

A new act will protect journalists, researchers and civil society organisations from unfounded lawsuits brought with the intention of silencing them in cross-border civil cases. Courts would be able to dismiss a harassment lawsuit at an early stage, require security for legal costs from the claimant, and impose a penalty fee on the claimant.
